This high speed railway is officially known as the Kunming – Chuxiong- Dali Intercity Railway. Several railway stations with the characteristics of minorities are set up along the line, including Lufeng South, Guangtong North, Chuxiong, Nanhua, Yunnanyi and Xiangyun. In the beginning of their running, bullet trains are planned to shuttle with an average interval of about 25 minutes. With its operation, the total duration between these two cities has been shortened from the previous 5.5 hours around to the current 2 hours.
Dali Railway Station is located at the south part of the Ancient City. There is bus no. 8 connecting these two places directly. The duration is about 1.5 hours. If by taxi, about 40 minutes are needed.
If time is permitted, passengers can also take coaches to shuttle between the two cities. Nowadays there are over 50 pairs of coaches running between these two cities with an interval of about 30 minutes. The prices range from around CNY 80 to CNY 160. The total duration of the journey is about 4 – 5 hours.
1. Kunming and Dali are two hot tourist cities with their beautiful natural scenery and unique cultural customs. No matter which transportation means is chosen at last, passengers are recommended to take a seat next to the window so as to enjoy the beauty along the line.
2. Kunming – Dali – Lijiang is a popular travelling route. Before the operation of Kunming – Dali High Speed Railway, only normal trains run among these places. Nowadays, passengers can choose to take a 2-hour’s bullet train between Kunming and Dali and another 2-hour’s normal train between Dali and Lijiang. By doing so, around 4 hours can be saved for the Kunming – Lijiang journey onboard.
On December 30, 2020, the Dali-Lincang railway opened after five years of construction work. The much awaited new route began its first run that day departing from Lincang Station headed to Kunming South Railway Station. The 15.5 billion yuan project is part of Yunnan’s poverty alleviation campaign by upgrading infrastructure and connectivity around the province. It is the first railway line to connect the prefecture-level city.
Cruising speeds are expected to reach 160 kilometers per hour, greatly reducing travel time to the land of Pu’er tea. Initially trains from Dali will leave three times per day, while Kunming is serviced by a single train service daily. The trip from Dali to Lincang, which generally takes four to five hours by car, can now be completed within an hour and a half to two hours. Train services from Kunming leave at 08:19am from Kunming South Railway Station and at 08:41am from Kunming Station.
The new railway line has a total length of 201 kilometers with 19 stations overall. Dali (Xiaguan), Weishan, Yunxian and Lincang are the four stations currently accessible to passengers. The new route will also enable more convenient access to the Qingshuihe port in Lincang County – one of Yunnan’s gateways to northern Myanmar.
Lincang, famous for its Pu’er tea, is also one of the country’s biggest producers of coffee. Coupled with a growing interest for coffee in China, the new connection appears promising to bring more attention to one of the less-traveled places in the province. Yunnan is still among China’s top travel destinations, with tropical Xishuangbanna and historical towns at the Himalayan foothills such as Dali, Lijiang and Shangri-La attract the largest number of visitors.
Weishan County, despite being the birthplace of the Nanzhao Kingdom in the seventh century, is also one of the lesser visited places in western Yunnan. Directly accessible from Kunming by train, the ancient regional empire now offers an attractive weekend getaway for Kunming residents.
China’s network of fast bullet trains keeps expanding rapidly around the country and now connects most major cities. Trains on the Beijing–Shanghai high-speed railway are already reaching speeds up to 350 km/h. Yunnan province does not enjoy the same fast-paced development as do east-coast cities, which is partly related to challenges the mountainous landscapes provide for such immense infrastructure projects.
Despite those challenges, the previously postponed Lijiang–Shangri-La railway is scheduled to open the end of 2021. After its completion, it will add an important stop on Yunnan’s most popular travel route and will be the first railway connection reaching the province’s Tibetan Autonomous Prefecture.

South Africa has not yet joined an intergovernmental coalition to secure a global agreement to protect at least 30% of the planet’s land and oceans by 2030 to stem biodiversity loss and reduce the effects of climate change.
This month, more than 50 countries committed to the 30 x 30 global target through the High Ambition Coalition for Nature and People at the One Planet Summit in France.
Along with South Africa, Australia and Indonesia were also absent. The three countries are mega-biodiverse countries, which means they are home to most of the Earth’s species found nowhere else and are key to reaching the coalition’s target.
The coalition, co-chaired by Costa Rica, France and the United Kingdom, will take the 30 x 30 target to the Convention on Biological Diversity (CBD) COP15, to be held in Kunming, China, later this year, to secure global agreement.
Alice Jay, who leads international work at the nonprofit Campaign For Nature, said the coalition members would be “delighted” if South Africa joined, because it has decades of conservation experience.
“South Africa has a leadership role in the global CBD negotiations and would join other African nature champions such as Gabon, Mozambique, Angola, Ethiopia, Botswana, Nigeria, Kenya, Rwanda, the Democratic Republic of the Congo, Senegal, Republic of Congo, Uganda, Côte d’Ivoire and Benin, who are all members of the coalition,” she said.
Research has shown how a commitment to protect 30% of land and oceans is crucial to halt the accelerating loss of species and protect the ecosystems that safeguard human health and ensure economic security.
Albi Modise, South Africa’s spokesperson for the department of environment, forestry and fisheries, said the issues raised by the coalition are the subject of multilateral negotiations in the CBD and the United Nations Framework Convention on Climate Change, among others, which are scheduled to be agreed at the COP15 meeting.
“We are working to conserve our biodiversity, promote its sustainable use and ensure fair and equitable sharing of benefits arising from
the use of genetic resources and associated traditional knowledge,” he said.
South Africa is a signatory to the CBD and is committed to implementing its goals and objectives, as well as to working towards adopting a post-2020 Global Biodiversity Framework at COP15, he said.
Environmental and human rights nongovernmental organisations (NGOs) have said the doubling of protected areas may violate human rights and cause social harm for the world’s poorest people. In September last year, Stephen Corry, of Survival International, which describes itself as “the global movement for tribal peoples”, called the 30 x 30 iniative a “colossal land grab”.
“Let’s not be fooled by the hype from the conservation NGOs and their United Nations and government funders. This has nothing to do with climate change, protecting biodiversity or avoiding pandemics — in fact, it’s more likely to make them all worse.”
He said the “planned dispossession of hundreds of millions of people risks eradicating human diversity and self-sufficiency”, which are crucial for slowing climate change and preventing biodiversity loss.
Jay said people had not been fully involved in decision-making and benefit-sharing and for this reason “the Campaign for Nature believes that the CBD’s post-2020 Global Biodiversity Framework must advance a new paradigm for conservation with a new conception of protected and conserved areas in which the rights of indigenous peoples are fully respected and secured”.

China and the US saw sanctions to each other during the Trump administration with the bilateral ties hitting the low ebb, especially in the past two years, affecting cooperation and exchanges in many areas between the two countries. However, some international non-governmental organizations, including those with the US backgrounds, told the Global Times that their normal work in China in environmental protection area was not disrupted by global politics.
Many NGOs have smooth and intensive cooperation with the government in environment aspects.
For instance, WildAid, with headquarters in San Francesco, started to work with Chinese State Forestry Administration in 2005. In the past years the NGO has combined its experience in public communication with the demand of government departments and has been working with the General Administration of Customs and the Ministry of Agriculture in promoting banning wildlife trade and publicizing other environmental-friendly concepts.
One of the NGO’s most notable projects is former NBA player Yao Ming’s advertisement on rejecting wild animal products such as ivory with the State Forestry Administration. In December 2018, the General Administration of Customs and WildAid published a video and poster, reminding tourists not to bring ivory souvenirs back to China. The advertisement is released at 147 customs ports in 42 cities around China. Greenpeace, the international NGO proud of its independence and transparency in promoting environmental protection work, has applied to operate in the Chinese mainland since 2002 and been working with several governmental departments.
In May 2021, the 15th meeting of the Conference of the Parties (COP15) of the Convention on Biological Diversity (CBD) will be held in Kunming, Yunnan Province. The Greenpeace will serve as an observer to share suggestions for the negotiators of China while introducing China’s stories on ecologic restoration and protection, according to a statement sent to the Global Times.
Insiders of the environment NGOs in China told the Global Times that their organizations have many projects working with the governments and do not feel that their space has been squeezed in the past years as some overseas media have reported. “I am against linking environment protection to politics,” an anonymous NGO employee said. “Many of the ENGO employees in China are Chinese. We have seen the progress of China in the area and would like to make our contributions to environment.”
By December 2020, China has 554 registered overseas NGOs, including 136 from the US. There are 11 registered at the National Forestry and Grassland Administration and nine at the Ministry of Ecology and Environment, news website thepaper.cn reported.
Since the founding of the United Nations Convention on Biological Diversity (CBD) in Rio de Janeiro in 1992, member states have regularly agreed on global strategies to bring the increasingly rapid loss of biodiversity to a halt. In 2002, the heads of state adopted the so-called 2010 biodiversity targets. Eight years later, little progress had been made and 20 new, even more ambitious goals were set for the next ten years. Last year, it became clear that this target had been missed, too. The loss of biodiversity continues unabated.
This year, new targets are being negotiated again – this time for 2030. The decisions are to be made at the Conference of the Parties (COP15) in Kunming, China. To ensure that the mistakes from previous years will not be repeated, Chinese researchers led by Prof Haigen Xu from the Nanjing Institute for Environmental Research in cooperation with Prof Henrique Pereira (iDiv, MLU) have presented an analysis of the causes of this failure, focusing primarily on implementation in the individual member states.
Their conclusion: the commitments at UN level were all too seldom transposed into national law. Four of the 20 so-called Aichi Targets are not reflected in any of the implementation plans (NBSAPs) submitted by the governments, including the phasing out of environmentally harmful subsidies. The other targets were formulated strictly enough to meet the requirements of the CBD decisions in only 22 percent of the NBSAPs. In addition, the analysis revealed insufficient financial resources and major gaps in knowledge on how to record and effectively combat biodiversity loss. Implementation of the promised goals in member states was insufficiently monitored, as effective indicators and evaluation mechanisms were lacking in some cases.
“While the CBD has now presented a first post-2020 draft that contains many improvements compared to the last decade’s Strategic Plan for Biodiversity,” says ecologist and last author Pereira, “the main problems remain: governments are not required to present a clear roadmap on how they will achieve and monitor the targets adopted under the CBD in their own countries.”
The authors suggest that the CBD targets should be formulated in such a way that they can be transposed into national law as a mandatory minimum requirement. Similar to the Paris Climate Agreement or the Washington Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), the CBD targets should be legally binding. Financial resources to promote biodiversity should be significantly increased and new instruments such as payments for ecosystem services and biodiversity-related taxes should be introduced. In addition, interdisciplinary research on the status, trends and drivers of biodiversity loss worldwide should be strengthened and appropriately equipped in order to develop the necessary responses. Further, the CBD should establish a mechanism to verify the compliance of member states with their targets and, if necessary, hold them accountable.
Pereira and several other colleagues at iDiv are actively contributing to biodiversity-related policy processes at various levels, for example, within the framework of the United Nations in the World Biodiversity Council IPBES and the CBD, at EU level in the negotiations of the Common Agricultural Policy (CAP) and the EU Biodiversity Strategy, as well as in national, regional and local contexts. These activities are supported by the research centre’s good network of collaborators from different disciplines around the world.
Pereira is pleased about this collaboration with his Chinese co-authors as important players in nature conservation from one of the world’s most influential nations. “It’s inspiring to co-author such an ambitious proposal with colleagues from the host nation of COP15, where the final decisions will be made.”

It remains uncertain if Kunming, Southwest China’s Yunnan Province will be able to host the 15th meeting of the Conference of the Parties (COP15) of the Convention on Biological Diversity (CBD) due to the global COVID-19 pandemic, a senior official at the Chinese environmental authority said Thursday, noting preparation work is ongoing as planned.
China and the Secretariat of the UN Convention on Biological Diversity are still communicating and negotiating on when and how COP15 will be held amid the pandemic, Cui Shuhong, director at the Department of Nature and Ecology Conservation under the Ministry of Ecology and Environment said at a monthly press conference on Thursday.
COP15 was planned to be held in Kunming in September 2020, but was postponed to May 2021 due to the impact of the pandemic.
During COP15 the Chinese government will hold high-level meetings, and, as usual, issue political declaration documents and measures as the host country.
The international society believes that the Aichi Biodiversity Targets have not been implemented as expected and global biodiversity is facing a severe situation, directly threatening human’s interests including food, health and security. The international society expects COP15 could make an ambitious “post-2020 global biodiversity framework” to turn the declining trend on global biodiversity, he said.
Cui said China’s ideas and advocacies about the framework should cater to the concerns to developing countries and enforcing support to the developing countries.
