History and Background

Kejie Overseas Chinese Farm(保山市柯街华侨农场) is located in the western part of Changning County, Baoshan City, 30 kilometers from the county seat. The farm covers a total area of 7.64 square kilometers.

The farm comprises 9 residential groups with a permanent population of 3,403 people. Among these, 1,255 are returned overseas Chinese and 1,535 are family members of overseas Chinese.

Kejie Overseas Chinese Farm has 7,407 acres of arable land. The main industries include grain, fruits and vegetables, sugarcane, spice tobacco, livestock, and aquaculture. In 2012, the total rural economic income of the farm was 66.02 million yuan, and the per capita net income of residents was 7,535 yuan.

Reforms and Development

In early 2009, Kejie Overseas Chinese Farm underwent its third major reform since its establishment. The reform aimed to achieve the “three integrations”: integrating the system into the local government, management into society, and the economy into the market.

As the reform progressed, the farm’s management system was fully streamlined. Housing difficulties for returned overseas Chinese and their families were thoroughly resolved, and social security policies, including pension insurance, medical insurance, and minimum living allowances, were effectively implemented. Infrastructure such as roads, water conservancy, and drinking water for humans and livestock were continuously improved, significantly enhancing development capabilities. Social conflicts left over from the past were effectively resolved, and the construction of a “civilized and harmonious new overseas Chinese community” showed remarkable results.
