The Social Welfare Institute of Wenshan City is the first welfare institution in Wenshan to operate under the “public construction, private operation, and integration of medical care and eldercare” model. According to the requirements of the Ministry of Civil Affairs regarding the reform of public elderly care institutions, the operation of Wenshan City Social Welfare Institute is managed by Wenshan Yiyang Nursing Center through a government-opened bidding process. The project completed the public construction and private operation bidding in February 2021 and underwent five months of improvement and renovation before commencing operation.
Located in Xiangmin Community, Xinping Street, Wenshan City, the project covers an area of 30 acres with a planned construction area of 7,000 square meters. The estimated investment is 18.04 million yuan, providing 200 beds and equipped with facilities such as housing, kitchens, dining rooms, elderly activity rooms, and geriatric hospitals. It aims to offer comprehensive professional elderly care services integrating elderly care, medical care, and rehabilitation services for socially elderly and economically disadvantaged elderly residents within Wenshan City.
Mr. Wang Xizhong, the director of Wenshan City Social Welfare Institute, explained, “Our care is divided into three levels: Level 1 care is for elderly people who can take care of themselves in daily life, such as dressing, eating, and grooming. We provide basic services for them. Level 2 care is for elderly people who need wheelchair assistance and require help with personal hygiene. Yuxi City Social Welfare Service Center continues to strengthen project organization and support, addressing service gaps to continuously enhance the rehabilitation effects and make services more precise and caring. Since 2017, the “Wings Program” has conducted six phases, serving a total of 127 disabled children in the city.
