We provide basic services for them. Level 2 care is for elderly people who need wheelchair assistance and require help with personal hygiene. Level 3 care is for bedridden elderly people who require dedicated medical and nursing staff.”

Yuxi City Social Welfare Service Center continues to strengthen project organization and support, addressing service gaps to continuously enhance the rehabilitation effects and make services more precise and caring. Since 2017, the “Wings Program” has conducted six phases, serving a total of 127 disabled children in the city. Currently, 30 children from the seventh phase have been admitted to the Municipal Children’s Welfare Institute for a four-month concentrated rehabilitation and education program.
Tailoring Education for Precision Services
Yuxi City Children’s Welfare Institute adheres to tailored education based on individual needs, emphasizing precise service delivery. Before implementing the program, an assessment team comprising special education teachers, rehabilitation therapists, social workers, and other professionals assesses children and their families comprehensively. This “one-on-one” assessment focuses on each child’s daily living skills, educational status, sensory and cognitive abilities, fine motor skills, medical conditions, and addresses parental expectations. Each child’s educational and rehabilitation plans are discussed in detail during individualized assessment meetings to precisely identify their needs and create personalized education and rehabilitation plans. Throughout the program, individual files are maintained, guiding children towards developmental goals by identifying breakthrough points and unlocking their potential through planned activities in daily living skills, fine motor skills, language training, and cultural enrichment, ensuring systematic and categorized progress.
Enhancing Support for Warmer Services
Yuxi City Children’s Welfare Institute upholds the principle of “everything for the children, and everything for the children” by refining service measures to ensure every child receives optimal care. Depending on the children’s needs, areas are designated for parental accompaniment and non-accompanied care, with separate areas for boys and girls aged six and above. Specialized care is provided around the clock, with children’s names displayed on beds and wardrobes, and daily necessities prepared, including meticulously planned daily meals. Accident insurance is procured for project children, and surveillance cameras are installed in residential corridors for 24-hour monitoring and daily inspections to ensure child safety. Education and rehabilitation agreements are signed with parents to define mutual rights and obligations, encouraging active parental participation throughout the project process. A WeChat communication group is established for real-time communication, addressing queries promptly and providing feedback on children’s daily lives and educational progress, ensuring both children and parents feel the warmth of the service.
Empowering Families for Sustainable Services
Parental expectations guide service direction. Tailored education programs are designed to broaden children’s horizons and enhance their social integration skills. Educational courses themed around “school life, personal life, family life, and social life” are conducted, complemented by integrated activities like Mid-Autumn Festival outings, Double Ninth Festival hikes, cultural ceremonies, and more, fostering leisure and joyous moments for children and parents together, expanding children’s knowledge and unlocking their limitless potential to boost self-motivation and confidence in life. Upholding the belief that “parents are the best teachers,” a nurturing environment is cultivated through parent-child interaction and mutual growth, supported by parent training encompassing nurturing, education, and rehabilitation. Parents learn diverse skills in rehabilitation education and effective communication with special needs children, laying a foundation for family rehabilitation post-discharge. Following project completion, the rehabilitation team conducts targeted follow-up services, monitoring children’s family rehabilitation progress, providing ongoing guidance and skill support to parents, reinforcing the project’s effectiveness and sustaining children’s rehabilitation efforts.
Dedicated to assisting disabled children, transforming lives, and upholding beliefs, Yuxi City Children’s Welfare Institute persistently prioritizes children’s needs, continually advancing institutional quality innovation, fulfilling the mission of modern children’s welfare institutions, and providing more disabled children with “invisible wings” for a brighter future.

Lijiang Ethnic Orphan School (丽江民族孤儿院 Lì-jiāng mín-zú gū-ér-yuàn) is a long-term institution based in Lijiang City (丽江), Yunnan Province (云南省), China, dedicated to providing education, housing, and support for orphans, particularly those affected by natural disasters like the 1996 and 1998 Lijiang earthquakes and the 2008 Sichuan earthquake. The school offers a nurturing environment for approximately 300 orphans from various ethnic backgrounds, including Naxi (纳西), Han (汉), Bai (白), and Yi (彝).
Founded in 1999, the Lijiang Ethnic Orphan School was created as a response to the devastating earthquakes that left many children orphaned, particularly the 1996 and 1998 earthquakes in Lijiang, and the 2008 Sichuan earthquake. Initially, it was supported by the China Children and Teenagers’ Fund (中国儿童少年基金会), which initiated the Ethnic Orphan Rescue Fund in 2005 to help children from ethnic minority regions in border areas. The school became the only educational institution under this fund.
The school was established to offer free education, housing, and care for children from impoverished ethnic regions, including those who were unable to be cared for by their families due to various hardships. Over the years, it has grown into an essential educational institution for orphans and vulnerable children, providing them with both formal education and emotional support.
Since its inception, the school has received significant assistance from various government entities, including the central government, local authorities, the China Children and Teenagers’ Fund, and social donors. These collaborations helped the school grow steadily and maintain a healthy development trajectory.
With the completion of China’s poverty alleviation campaign by the end of 2020, where all impoverished counties achieved “two guarantees and three protections” (guaranteeing food, clothing, compulsory education, basic medical care, and safe housing), the mission of the Lijiang Ethnic Orphan School has been fulfilled. The school has transitioned its focus, with students returning to their hometowns to continue their education in local schools.
The Lijiang Ethnic Orphan School has now been transformed into the Lijiang Ethnic Special Education School (丽江民族特殊教育学校), and the staff has begun training in special education in preparation for this new chapter.
To ensure a smooth transition for each child, the school organized home visits to ensure the safe return of all students to their respective hometowns. This process was closely monitored to ensure that each child could continue their education seamlessly in their local communities.
The entire staff of the Lijiang Ethnic Orphan School has participated in training programs to adapt to the new educational model. Teachers have begun their new roles in this restructured school system, and the transition is underway with great optimism.
Though it is difficult to say goodbye to the long history of the school, the connection with the students and their families will continue. A quote from the school reads, “It’s hard to say goodbye, but it’s not hard to continue. No matter how far apart we are, we will always be together.” This message embodies the enduring spirit of community fostered at Lijiang Ethnic Orphan School.
Over the years, Lijiang Ethnic Orphan School has nurtured and educated more than 1,000 students, giving them a chance at a better future. Its contributions to education in Lijiang (丽江) and beyond are significant, and its legacy will always be remembered.
Although the Lijiang Ethnic Orphan School is an educational institution, it has often been described as a big family. The principal, affectionately known as “Hu Mama” (胡妈妈), or “Lijiang Mama” (丽江妈妈), plays the role of a mother figure to the children. Her residence is a traditional Yi (彝) wooden house that captures the essence of ethnic culture.
The dormitories at the school are also culturally significant, with architectural styles reflecting the various ethnic traditions of the children. For example, the girls’ dormitories are designed with a more refined, nurturing atmosphere. Older girls have their own rooms, and there is a special area for learning music, calligraphy, and painting. According to Hu Mama, this is to ensure that “daughters are cared for and nurtured properly.”
Much of the school’s resources are self-sustained. The students have built stone walls around the school, and they maintain vegetable gardens. In addition, the school has a farm and orchard located in Lashihai (拉市海), where each grade is responsible for a designated area of the farm. The school also produces its own jams, organic fruits, vegetables, and natural honey, all of which are showcased in the school’s hall.
The students also create artwork using leaves gathered from the mountains, forming intricate leaf paintings that reflect their creativity. These works of art are displayed alongside photographs of the various ethnic groups living harmoniously within the school.
One distinctive feature of the school is the “Happiness Home” (幸福家园), where children place their drawings of “mom” and “dad.” Some children draw clear images of their parents, while others create vague representations, as they may have been too young to remember their parents after losing them.
A touching story is shared about one child who asked whether a chip could be created to turn dreams into photographs. This student often dreams of his parents and wishes he could see them more clearly. Before lessons begin, the students bow to the “Happiness Home” and their drawings of their parents, symbolizing their commitment to studying hard.
At the Lijiang Ethnic Orphan School, there is a unique teaching philosophy. There are no honor rolls or rankings displayed in the classrooms. Instead, teachers treat the children like family, and the older students act as older siblings, looking after the younger ones.
The school has created an environment where kindness and compassion are paramount. For example, if a student drops food during a meal, teachers and older students will quietly pick it up and eat it without any reprimand. This gesture reflects the spirit of care and mutual support that defines the school.
Over the past two decades, the Lijiang Ethnic Orphan School has impacted the lives of many children from poor, rural, ethnic minority areas, including Yunnan (云南), Xinjiang (新疆), Tibet (西藏), Guangxi (广西), Jilin (吉林), Shandong (山东), and the regions affected by the Wenchuan Earthquake (汶川地震). The school has educated over 1,000 students, providing them with the opportunity to attend high school, university, or vocational training schools.
The school has played an essential role in contributing to Lijiang’s efforts to reduce school dropouts and provide education to underprivileged children. Its legacy will always be remembered as a beacon of hope for orphaned and vulnerable children across the region.
The Lijiang Ethnic Orphan School expresses its heartfelt gratitude to all the donors and supporters who have helped it achieve its mission. It wishes them good health and success in their endeavors, and looks forward to the continued success of the students who have passed through its doors.
This reorganization ensures that the history, transformation, environment, and achievements of the Lijiang Ethnic Orphan School are clearly presented. Each section provides a comprehensive overview, preserving the original details and cultural significance while offering an easy-to-read structure.

Since its establishment, the Honghe Prefecture Children’s Welfare Institute has actively explored and diligently improved its internal capabilities. It has focused on enhancing the speed, warmth, and accuracy of its work to continually elevate its management and service standards, creating a high-quality environment for the growth of orphaned children.
Enhancing Operational Capability to Improve “Speed”: The institute adheres to the principles of refined and comprehensive nurturing, integrating upbringing, health care, and social placement services. It regularly conducts maintenance, rehabilitation, special education, and social work skills training. Efforts are made to enhance the proficiency of staff members, providing personalized services tailored to the specific needs identified through children’s assessments. For instance, disabled children primarily receive rehabilitation and educational training, mentally challenged children focus on intellectual development, and normal school-age children concentrate on academic improvement. With love, patience, and meticulousness, the institute fosters a warm family atmosphere, nurturing the healthy growth of every abandoned child.
Guiding Children’s Growth to Increase “Warmth”: The institute emphasizes cultivating children’s self-care abilities. Children below the third grade are taught good life habits, while those above the third grade are encouraged to independently manage personal tasks. Children are also encouraged to voluntarily participate in activities such as garbage collection and dishwashing within the institute, helping them experience growth through practical labor and learn basic life skills. For school-age children, discipline and hygiene inspections are intensified, and rewards and penalties are implemented accordingly. The institute organizes cultural performances during festivals to encourage children to take the stage and rebuild their confidence. Monthly hiking and camping trips allow children to appreciate nature. Under the theme “Children Have Something to Say,” the institute holds bi-monthly family meetings to listen to children’s needs and train them in effective communication. Weekly awards are given to recognize exemplary behavior, motivating children to understand, express themselves, and strive for improvement.
Improving Regulations and Procedures to Enhance “Accuracy”: The institute has established comprehensive management systems, formulated scientifically sound work procedures and operational manuals, and clarified job responsibilities to ensure systematic compliance, efficiency, and accountability. It conducts thorough on-site visits and assessments of adoptive, foster, and support families to safeguard the maximum interests of the children.
These initiatives demonstrate the Honghe Prefecture Children’s Welfare Institute’s commitment to creating a nurturing environment where orphaned children can grow up in a caring and supportive atmosphere, guided by structured operations aimed at their holistic development.

The (德庆县) Deqin Prefecture Social Welfare Institute is the only public children’s welfare institution in the entire prefecture. It was officially opened in August 2018 and currently cares for 48 orphaned and disabled children. In recent years, the institute has closely adhered to the measures outlined in the “Ten Measures for Management and Service of Children’s Welfare Institutions” and the “Precision Management and Fine Service Quality Improvement Action Plan for Children’s Welfare Institutions in (云南省) Yunnan Province.” The focus has been on managing children entering and leaving the institution, service guarantees, and standardized management. The institute has strengthened its internal operations and improved service quality, while continuously gathering support from various sectors of society to enhance the nurturing environment and make orphaned and disabled children feel the warmth of a home.
With the goal of creating a comprehensive welfare institution that integrates nurturing, treatment, education, and health, the institute is dedicated to safeguarding the growth of abandoned children. It has significantly enhanced its capacity for centralized care, constructing multi-functional and multi-directional infrastructure. Investments exceeding 1.189 million yuan have been made to renovate internal facilities, such as bathrooms and perimeter walls. An additional 509,000 yuan was invested in refurbishing indoor walkways, showers, and outdoor steps. A further 398,000 yuan was allocated to establish a multi-functional electronic classroom and staff activity room. Moreover, 985,000 yuan was used to renovate sports facilities, including basketball courts, badminton courts, and tennis courts, ensuring a comfortable and desirable living environment for the children in residence.
Efforts have been made to streamline medical treatment access by negotiating and signing agreements with the (德庆县医院) Deqin Prefecture Hospital for designated medical services. Hospital doctors regularly conduct on-site consultations, gradually improving green channels for medical treatment and ensuring simplified procedures and prompt service acceptance during medical emergencies. The institute also focuses on enhancing rehabilitation training services, securing a 1.86 million yuan designated rehabilitation project for disabled children in 2023. Future plans include establishing physical rehabilitation rooms, sensory training rooms, psychological counseling rooms, and language training rooms. Once completed, these services will benefit both the institute’s residents and nearby disadvantaged disabled children.
In terms of education, the institute has hired two temporary staff members from unemployed university graduates to oversee the children’s academic progress, alongside designated “family teachers.” Measures such as remedial teaching, strengthening fundamentals, and expanding educational horizons are implemented to improve the children’s academic achievements. Periodic visits are also conducted to schools and guardians to jointly explore effective educational strategies.
The institute has established regulations and procedures for children entering and leaving the institution. Incoming children undergo medical examinations and infectious disease checks at medical institutions. Measures regarding school registration, social security, and medical insurance are also implemented to safeguard the children’s well-being.
