Historical Background

The mosque complex was initially constructed on August 21, 1987. On the same date, it was officially registered with the approval of the United Front Work Department of the CPC Dali Municipal Committee. Although the mosque was physically completed prior to registration, its legal registration date reflects the post-implementation process of standardizing religious sites under national policy.

Geographical Setting

The mosque is situated on the western shore of Erhai Lake (洱海), where Bai (白族) and Hui (回族) communities coexist. The architectural complex faces east, with the main courtyard covering approximately 800 square meters. Key facilities include the prayer hall, scripture lecture room, and ablution area.

Religious Activities

The mosque conducts five daily prayers. On Jumu’ah (Friday), congregational prayers draw about 200 participants. Major Islamic festivals such as Eid al-Fitr and Eid al-Adha feature special community gatherings, serving Muslims from Xizhou Town (喜洲镇) and surrounding rural areas.

The mosque offers Qur’an recitation classes for youth, focusing on foundational religious teachings. During Ramadan, night prayers and charitable events are held, including the distribution of 3.2 tons of fasting provisions in 2024.

Management Structure

In accordance with the Regulations on the Administration of Religious Affairs, Shangxingzhuang Mosque operates under a Democratic Management Committee. Since its registration in 1987, Ma Lixiong (马利雄) has served as the legal representative and is responsible for daily operations and external communications.

The committee consists of 7 members, including 1 imam (阿訇), 1 financial officer, and 2 religious affairs coordinators. The committee’s election mechanism and governance procedures are based on democratic principles but require further elaboration.

The mosque’s financial resources come from believer donations (乜贴), government policy-based subsidies, and rental income from mosque properties. As of 2025, publicly available financial information states that the mosque’s fixed assets are valued at approximately 1.8 million yuan, including 470,000 yuan spent on major repairs to the main prayer hall.
