Dehong Prefecture Children Welfare Institute

Dehong Social Welfare Institute, also known as the Dehong Social Welfare Institute and Elderly Apartments, is situated in the lower section of Tianlong Street in Mangshi, the capital of Dehong Prefecture, just 100 meters from National Highway 320. Construction began in 1998, and the facility was partially completed and opened in February 2006. Spanning an area of over 35.6 acres, with a building footprint exceeding 10,000 square meters and lush green spaces totaling more than 10,000 square meters, this institution operates under the auspices of the Dehong Prefecture Civil Affairs Bureau, with the strong backing of the Dehong Prefecture Committee, People’s Government, the Ministry of Civil Affairs of the People’s Republic of China, and the provincial Civil Affairs Department.

The institute’s mission is to cater to vulnerable groups in Dehong Prefecture, including the elderly, disabled individuals, orphaned infants, and abandoned children who lack economic resources, work capability, or familial support, thereby embodying the spirit of rescue. Its services encompass the adoption of elderly individuals without income, work capability, or legal guardians; the adoption of orphans and abandoned infants; the adoption of disabled children from families unable to provide care; the adoption of elderly individuals from families incapable of caregiving; the adoption of overseas Chinese and foreign nationals in China lacking local guardianship; and voluntary paid adoption by elderly individuals. It offers comprehensive support such as recuperation, medical care, rehabilitation, entertainment, sports, and other services to those under its care.

The welfare institute is structured into four primary departments: the Children’s Welfare Rescue and Placement Guidance Center, Elderly Apartments, Elderly Care Center, and Children’s Welfare Institute. It currently employs 21 permanent staff members and 18 temporary workers. As of July 2011, it has served approximately 200 “three-no” elderly individuals and disabled children. Management is divided into elderly care and children’s care areas, staffed with medical professionals including doctors and nurses.

Presently, the institute is actively promoting family-like services that prioritize personalized care to meet the distinctive needs of elderly residents, ensuring their comfort and providing peace of mind to their families. In recent years, it has launched initiatives like foster care, domestic adoption, and international adoption tailored to children’s specific circumstances. Efforts in supervision, management, rehabilitation guidance, and daily care are increasingly scientific, standardized, and rationalized, with the goal of reintegrating more disabled children into society and placing them in nurturing family environments where they can experience the warmth of a home.

Supported by various sectors of society, the Dehong Social Welfare Institute has significantly enhanced its hardware and software capabilities since its inception. It has evolved into a multifunctional service center integrating recuperation, rehabilitation, and medical care. Featuring a garden-style environment, hospital-level management, and comprehensive service offerings, the institute is committed to delivering high-quality services to “three-no” individuals, disabled persons, abandoned infants, orphaned disabled children, and elderly individuals in recuperation.
